Did you know that the Tennessee Business Enterprises (TBE) Program, administered by the Department of Human Services, has the statutory right to provide vending services on most properties owned or leased by state and local government entities?  If your answer is no, you are not alone.  Many local government officials are unaware of the law and therefore are out of compliance.  It helps to know the law.
