MEET OUR COMMITTEE OF BLIND VENDORS

The Committee of Blind Vendors is an 11-member body that works collaboratively with management staff in administering Tennessee Business Enterprises. Their peers from across the state elect the 11 individuals. They represent the views of TBE's 160+ licensed managers and participate with management personnel in most major administrative decisions. These dedicated individuals serve strictly on a voluntary basis and work as full partners with management in furthering the mission of Tennessee Business Enterprises. We are pleased to introduce you to our Committee members.

Dewayne Cox - Dewayne serves as the Chairperson of the Committee, an office he has held since 1998.  He has served on the Committee for a total of 16 years and has been a TBE licensed Manager since 1991. He is the only member currently on the Committee to be elected from 2 different regions having first served from the Chattanooga area and now represents managers in Knoxville and surrounding counties.  He currently operates TBE's vending location at Pellissippi State Community College in Knoxville. This is a large automated vending location that serves over 8000 students and staff. Before joining TBE, Dewayne worked for 17 years in management with Red Food Stores in the Chattanooga area.

Mary Baker - Mary is the Committee's Vice-Chair.  Mary is a graduate of Middle Tennessee State University.  She has been a TBE Manager for fifteen years and has served on the Committee since 1995.  Representing managers in middle Tennessee, she serves as the Chair of the Committee's Rules & Regulations and Legislative Subcommittees and is also on the Budget and Strategic Planning Subcommittees. She currently manages TBE's facility in the Tennessee Tower in Nashville.  Prior to joining TBE, she held jobs both with the state and federal governments.  Her husband, Steve, is also a licensed TBE Manager and operates the vending at the Metro Center Plaza Tower.

Billy Brumlow - Billy, one of two Middle Tennessee State University grads on the Committee, is one of two members who represents the Chattanooga area of southeast Tennessee.  He manages TBE's cafe / vending facility at the TVA Complex-Missionary Ridge in Chattanooga.  He has been a licensed Manager with TBE since 2003, and is serving his third term as a Committee representative.  He serves as the Committee's Secretary as well as Chair of the Awards and the Training Subcommittees and also is on the Rules & Regulations and Legislative Subcommittees.  Prior to joining TBE, Billy was with the U. S. Postal Service in Human Resources for 17 years.

Jim Baker - Jim Baker is serving his first term on the Committee of Blind Vendors representing managers from the Nashville and middle Tennessee area.  He services the vending machines at the Turney Correctional Center in Only, TN as well as several satellite locations.  A dentist prior to losing his vision, Jim joined TBE in May of 2006.  Jim serves on the Committee of Blind Vendors' Training, Personnel, Insurance, and Commissary Subcommittees.  Jim is also known for his golfing talents having finished 2nd in the National Blind Golfer's Association 2009 national tournament in New York.

Ralph Brown - Ralph is one of two representatives from the Memphis area and is in his fifth term on the Committee.  He now manages TBE's vending facility at the Regional Medical Center in Memphis.  The facility consists of vending machines throughout the medical complex.  He has been a licensed TBE Manager since 1994.  He is Chair of the Insurance & Retirement Subcommittee while also serving on the Personnel, Budget, and Repair & Maintenance Subcommittees.

Melissa Chilton - Melissa is doing her second stint as a member of the Committee of Blind Vendors as one of 3 Committee members from middle Tennessee.  She has an extensive background in vending machine operations but most recently took over management of TBE's inmate commissary operation at the Davidson County Jail in Nashville.  She has been a TBE manager for 15 years.  She chairs the Committee of Blind Vendors' Budget Subcommittee and also serves on the Rules and Regulations, Strategic Planning, and Commissary Subcommittees.

Missy Hammonds -Missy is serving her first term as the Committee representative from uppereast Tennessee.  She manages the inmate commissaries at the Sullivan and Carter County Jails.  She has been a licensed TBE manager since November, 2002.   Prior to coming to Tennessee, Missy worked in the Florida program.  She chairs the Committee of Blind Vendors' newly created Commissary Subcommittee and also serves on the Awards, Training, and Legislative Subcommittees.

Mike Smith - Mike has been with TBE since 1992.  He represents the managers in Knoxville and surrounding counties.  He currently manages the highway vending at the Smith County Welcome Center on Interstate 40 in Carthage.  He was the 2003 Statewide Manager of the Year and is in his fourth term as a member of the Committee.  He chairs the Committee's Personnel Subcommittee and also serves on the Repair & Maintenance, Insurance, and Awards Subcommittees.

John Spencer - John, a veteran of the United States Navy, has been a TBE Manager since 1989.  He managed TBE's all-vending operation at Western Mental Health in Bolivar before moving to Hardeman County where he services the vending machines in the visitors' areas at two Corrections Corporation of America run prisons.  John represents the managers of rural west Tennessee.  He serves on the Training, Rules & Regulations, Awards, and Commissary Subcommittees.

Kevin Williams - Kevin is in his very first term as a Committee representative.  He represents the managers in the Greater Memphis area.  Kevin has been a TBE vendor for the past nine years and currently manages the vending route that includes all of the Memphis, Light, Gas & Water locations.  He is getting his feet wet as a member of the Committee of Blind Vendors' Strategic Planning, Insurance, Personnel, and Repair & Maintenance Subcommittees.

Kim Williams - Kim has been in TBE since 1988 and currently manages and operates the vending at the TVA Sequoyah Nuclear Power Plant in Soddy Daisy.  She represents the managers in Southeast Tennessee.  This is her second stint as a Committee representative after taking a one term hiatus from 2005-2007.  She chairs the Strategic Planning and Repair & Maintenance Subcommittees and also serves on the Budget and Legislative Subcommittees.  In addition to her role on the Committee, Kim serves as President of the Tennessee Association of Blind Merchants, Secretary of the National Association of Blind Merchants, and Chair of the State Rehabilitation Council.
